New Delhi : Hinting at a terror group's backing to Somali pirates, Defence Minister A.K. Antony Tuesday said the Cabinet Committee on Security (CCS) will soon finalise a policy on formulating a law under which pirates caught by the navy on the high seas can be prosecuted.
He also said that "some other powerful forces sitting somewhere else" were behind the pirates and a joint coordinated effort was needed under the United Nations to fight the menace on the high seas.
